Power System Safety Rules (PSSR) Training

This page provides information about training for personnel who are required to work under the Power System Safety Rules for the electricity supply industry in Tasmania.

Aurora Energy Training regularly holds the following Power System Safety Rules courses

Who needs to be authorised under the Power System Safety Rules?

The Power System Safety Rules apply to all Tasmanian Electricity Supply Industry employees and contractors, who work on, or in the vicinity of Electrical Power System Installations and are required to sign onto an Access Authority.

Access Authorities are used as a formal means for permitting work on Power System Apparatus that is under operational control, after it has been made safe for work, subject to specified conditions. Access Authorities are issued by an Issuing Officer and received by a Person in Charge. Persons actioning these responsibilities are authorised by the Signatory Companies and this is recorded in their Passport.

Members of the work party, Instructed Persons are not authorised but their Passport must record they have successfully completed Instructed Person training.

Strict compliance with the requirements of these rules is necessary for:

  • The safety of employees, contractors, visitors and the general public. This shall be the prime consideration.
  • Continuity of supply.
  • Security of apparatus or plant.

A controlled copy of the PSSR is issued to all Issuing Officers and Persons In Charge. Instructed Persons are issued a copy of the Instructed Person Booklet which contains references to the sections in PSSR relevant to their role.

Instructed Person

This unit aims to provide participants with the necessary knowledge and skills in order to work safely, and maintain a safe work site as an Instructed Person within the Tasmanian Power System Safety Rules Access and Authority System, as defined in the Power System Safety Rules (PSSR). On completion of this course the participant will be issued with an Electricity Supply Industry Passport. Instructed Person Course Outline (PDF 35kB)

Instructed Person Recognition of Current Competence

Persons who can provide evidence of working or training in a Permit to Work/Access Authority system (industry equivalent to Instructed Person) within the last 12 months may complete this Instructed Person RCC assessment and submit to us along with evidence required as noted on the assessment. Once this application has been assessed the person will be issued with an Electricity Supply Industry Passport.

Person In Charge

This unit aims to provide participants with knowledge of the Person in Charges’ responsibilities within the Signatory Companies’ Access Authority, as defined in the Power System Safety Rules (PSSR). (Link to course outline)
